In compliance with Universal Postal Union (UPU) policies, starting from January 1, 2026, postal administrations worldwide will discontinue the "Signature upon Delivery" and "Formal Inquiry" services for International Registered Small Packets.
The relevant service adjustments are as follows:
1. Service Scope Adjustment: For "International Registered Small Packets" sent to all destinations (excluding Mainland China), the signature on delivery and formal inquiry services will be cancelled. However, "Compensation for loss, theft, or damage" and "Mail Tracking" services will be maintained.
2. Postage Discount: From January 1, 2026, to March 31, 2026, a postage discount of NT$10 per item will be offered for posting "International Registered Small Packets" (excluding Mainland China).
3. Tracking Numbers Format Change: To align with the processing requirements of destination countries, the Chunghwa Post system will automatically convert the R-prefixed tracking numbers to L-prefixed ones.
4. Important Notice for EZPost Users: For any International Registered Small Packet shipping labels (with "R" prefix barcodes) created on EZPost before January 1, 2026, please ensure the items are mailed by December 31, 2025. If mailing on or after January 1, 2026, you must re-create the shipping label on EZPost (which will generate an "L" prefix barcode) for the item to be accepted.
To accommodate the development of international mail and cross-border e-commerce, Chunghwa Post continues to offer diverse services such as International Ordinary Small Packets and International e-Packets (ePacket). Customers are encouraged to select the shipping method that best suits their needs.
