How to apply the postal Giro checking account?
18 years old within capability individual and organization who can meet one of the following requirements and without bad credit history can apply the postal Giro checking account.
Individual Account
R.O.C. resident needs to prepare the personal ID and secondary proof of ID. For foreigner residing in Taiwan should prepare the Alien Resident Certificate (For ambassador or embassy staff residing in Taiwan certificate should submit one copy of the certificate) and the passport.
- Open the postal giro savings account at least six months, and the minimum average monthly balance should be above NT$ 200,000 during the past six months.
- Open the time deposit savings account at least six months, and the minimum average monthly balance should be above NT$ 200,000 during the past six months.
- Deposit in pass-book savings account at least six months, and the minimum average monthly balance should be above NT$ 200,000 during the past six months.

Re-issue of blank giro checks:
When giro account holders apply for re-issue of blank giro checks, a handling fee of NT$5 will be charged for each check when the person's correspondence record does not meet the following standards and conditions; however, this fee will not be charged in the case of financial interbank accounts when there has been mutual deposit correspondence and an exemption from bills handling fee agreement has been reached:
- The minimum average balance of the postal giro savings account should be above NT$50,000 during the past 3 months, or the minimum average balance of the passbook savings account should be above NT$100,000 during the past 3 months.
When the omnibus accounts have a correspondence period of less than 3 months, the minimum average balance for the actual correspondence period shall be used.
- The giro checking account has had no dishonored bill or annotations during the most recent half-year.
When an account receives blank giro checks by postal delivery,an additional registered mail postage shall be charged, which shall be deducted directly from the giro checking account.
A handling fee of NT$100 shall be charged for each notification when a check is lost or stop payment instructions (includes NT$50 charged by the Taiwan Clearing House; each notification is limited to information concerning only one check, but information concerning multiple blank checks with consecutive numbers may be included on one notification), but there is no handling fee be charged when a financial institution is the stop-payment notifier.
A handling fee of NT$100 is charged for each application by a giro checking account depositor for cancellation of giro check payment authorization or recall of cancelled giro check payment authorization (includes NT$50 charged by the Taiwan Clearing House; the information on each application is limited to one check).
If a returned check occurs due to insufficient giro checking account balance or the seal or signature is incorrect, the Taiwan Clearing House will charge the account a handling fee of NT$200 for each returned check; the handling fee will be deducted directly from the giro checking account. The Taiwan Clearing House also charges an annotation handling fee of NT$150 for each returned check when applications are made for annotation of a dishonored bill record.
