Ordinary personal accounts
Apply using national ID card,secondary certificates, and authorized seal.
Secondary certificates: May include National Health Insurance card, driver's license, passport,household certificate, or household registration transcript, etc.
If you change your name, you must provide your new household certificate or household registration transcript containing "Detailed Milestone."
You may open an account at post offices anywhere in Taiwan with the foregoing documents and any amount exceeding NT$10. An account application form, deposit slip , and a "CRS self-certification form" must be filled out at the time of application; please carefully read relevant covenants in the "postal passbook/giro savings account opening agreement".
Minors

Minors must provide the following documents:

Minors' in-person applications (persons over the age of 7):
Minor's national ID card (may use household certificate or household registration transcript when under 14),secondary certificates, and authorized seal.
Both parents' national ID cards and letter of consent.
Account opening by legal representative(both parents) on behalf of minor:
Minor's national ID card (may use household certificate or household registration transcript when under 14),secondary certificates, and authorized seal.
Both parents' national ID cards and secondary certificates.
One legal representative applies for account opening:
Minor's national ID card (may use household certificate or household registration transcript when under 14),secondary certificates, and authorized seal.
National ID card and secondary certificates of legal representative who is making application, and national ID card and letter of consent of legal representative who is not present.

Instructions:
Secondary certificates:
Minor: May include National Health Insurance card, children's health book, student ID card, driver's license, passport,household certificate, or household registration transcript, etc.
Legal representative: May include National Health Insurance card, driver's license, passport, household certificate, or household registration transcript, etc.
If the parents are divorced, whichever parent who exercises parental rights or sole custody by agreement or court decision must present a household certificate containing a completed registration of legal guardianship or new household certificate or household registration transcript containing "Detailed Milestones" when applying without the other parent.
The foregoing letter of consent must be checked and verified by the receiving post office before the application can be accepted.
Group accounts
Government agencies, self-governing groups:
Consent document approved by the government treasury competent authority (or formal official letter approved by the agency or school, which must state that the account will be used for collection of payments or safekeeping of petty cash) and tax code number issuance notice.
Open account in "statutory name," and use the responsible person as the "legal representative."
You must also fill out a "Chunghwa Post Co., Ltd. statement of senior manager of foundation/group and actual beneficiary," and present the following documents:
1.Proof of capital contribution, roster of shareholders, or list of property, etc.
2.ID document of actual beneficiary: national ID card in the case of citizens; alien resident certificate (or ID number basic information form or entry and exit permit) in the case of foreign nationals; if none, please present passport.
Public interest corporation:
A foundation registration certificate issued by the competent authority (or certified copy of corporate register) and tax code number issuance notice.
Open account in "statutory name," and use the responsible person as the "legal representative."
You must also fill out a "Chunghwa Post Co., Ltd. statement of senior manager of foundation/group and actual beneficiary," and present the following documents:
1.Proof of capital contribution, roster of shareholders, or list of property, etc.
2.ID document of actual beneficiary: national ID card in the case of citizens; alien resident certificate (or ID number basic information form or entry and exit permit) in the case of foreign nationals; if none, please present passport.
Nonprofit corporation:
Registration certificate issued by competent authority and tax code number issuance notice.
Open account in "statutory name," and use the responsible person as the "legal representative."
You must also fill out a "Chunghwa Post Co., Ltd. statement of senior manager of foundation/group and actual beneficiary," and present the following documents:
1.Proof of capital contribution, roster of shareholders, or list of property, etc.
2.ID document of actual beneficiary: national ID card in the case of citizens; alien resident certificate (or ID number basic information form or entry and exit permit) in the case of foreign nationals; if none, please present passport.
Nonprofit organization without corporate status:
Apply using proof of filing or registration from the competent authority, identification on file or approval letter, and tax code number issuance notice. Please present national ID card and secondary certificates of the responsible person, authorized seal, and the group's full-title seal.
Establish account in the name of the responsible person, and also state the name of the group under account name.
You must also fill out a "Chunghwa Post Co., Ltd. statement of senior manager of foundation/group and actual beneficiary," and present the following documents:
1.Proof of capital contribution, roster of shareholders, or list of property, etc.
2.ID document of actual beneficiary: national ID card in the case of citizens; alien resident certificate (or ID number basic information form or entry and exit permit) in the case of foreign nationals; if none, please present passport.
If the responsible person cannot apply in person, an agent may present the foregoing verification documents, a letter of authorization, national ID card, and secondary certificates.
Overseas Chinese
The depositor must apply in person on the basis of an alien residence card or overseas Chinese ID document issued by the Overseas Chinese Affairs Commission and a secondary certificates (passport, National Health Insurance card, or driver's license, etc.), and may not entrust another person with applying on his or her behalf.
Persons with no alien resident certificate must present their passport and a "record of ID No. in the Republic of China" (apply at the county/city service station of the National Immigration Agency, Ministry of the Interior; for inquiries, call: 02-2388-9393; 0800-024-111).
Foreign Nationals
The depositor must apply in person using an alien resident certificate and secondary certificates (passport, National Health Insurance card or driver's license, etc.), and may not entrust another person with applying on his or her behalf.
Applicants who have no alien resident certificate must present their passport and a "record of ID No. in the Republic of China" (apply at the county/city service station of the National Immigration Agency, Ministry of the Interior; for inquiries, call: 02-2388-9393; 0800-024-111).
In the case of foreign nationals who are naturalized as ROC citizens and obtained a national ID card, the depositor shall apply using national ID card, secondary certificates, and authorized seal, and is asked to attach a document bearing the individual's original ID number (such as a household registration transcript containing "Detailed Milestones," photocopy of the person's original alien resident certificate, or other document containing the individual's ID number).
Persons from Hong Kong and Macao
The depositor must apply in person using an alien resident certificate and secondary certificates (passport, National Health Insurance card or driver's license, etc.), and may not entrust another person with applying on his or her behalf.

If the foregoing residence documents have no ID number or no 10-digit ID number, the applicant must contact the National Immigration Agency, Ministry of the Interior (02-2388-9393; 0800-024-111) to apply for a ID number or "record of ID No. in the Republic of China" before that person may apply.
In the case of Mainland Chinese who are naturalized as ROC citizens and obtained a national ID card, the depositor shall apply using national ID card, secondary certificates, and authorized seal, and is asked to attach a document bearing the individual's original ID number (such as a household registration transcript containing "Detailed Milestones," photocopy of the person's original alien resident certificate, or other document containing the individual's ID number).
