Eligibility:
The applicant must be a R.O.C. national or a foreign national over the age of 16 (including a resident of mainland China)
Each account holder can obtain only one card (either a Visa Debit Card or an ATM card).
Instant Issuance:
About Instant Issuance Service:
To issue a card as quickly as the same day, we designate certain post offices to provide instant ATM card application and issuance service.
Instant issuance VISA Debit Cards contain the same features as existing contactless Postal VISA Debit Cards. Thus, if your current Postal VISA Debit Card has no damage, you do not need to replace a new card.
Instant issuance VISA Debit Cards are made on pre-printed cards, which are unable to be customized with the cardholder's name. If you wish to obtain a customized, contactless Postal VISA Debit Card, please apply for one in accordance with general applications.
Instant Issuance VISA Debit Card application must be submitted in person.
Required Application Documents:
Applying in Person:
National ID card, passbook, authorized seal, and current VISA Debit Card.
Applying by a Minor in Person (must be over the age of 16):
National ID card, passbook, authorized seal, and current VISA Debit Card.
The legal representatives' national ID cards (both the parents' or legal guardians') and the consent of the legal representatives must also be submitted.
Important Notes:
Those who lost or have no VISA Debit Card do not need to bring the current card.
For branch-limited account holders, please visit your home branch, which provides instant issuance service.
The abovementioned the consent of the legal representatives must be authenticated by the receiving post office before the application process.
A foreign national must present an Alien Resident Certificate (ARC); if no ARC, a passport and a Record of ID No. in the Republic of China are required. A resident of mainland China may bring an ARC or Exit & Entry Permit Taiwan R.O.C (including Exit & Entry Permit bearing ID numbers and other relevant documents, such as student ID cards or proof of employment).
One parent who has sole legal decision-making authority or grants sole custody must submit a household certificate or new-type household registration transcript with authority registration in "notes column”.
General Application:
About General Postal VISA Debit Card Application Service:
All post offices provide general Postal VISA Debit Card application service.
An account holder needs to collect the card 5 working days after the application date.
Postal VISA Debit Card general application can be summited by an agent. However, card collection is restrictedly allowed by the account holder in person.
Required Application Documents:
Applying in Person:
National ID card, passbook, authorized seal, and current VISA Debit Card.
Applying by a Minor in Person (must be over the age of 16):
National ID card, passbook, authorized seal, and current VISA Debit Card.
The legal representatives' national ID cards (both the parents' or legal guardians') and the consent of the legal representatives must also be submitted.
Applying by the Legal Representatives:
The minor's national ID card, passbook, authorized seal, and current ATM card.
The legal representatives' national ID cards (both parents' or legal guardians'). If one parent is unable to be present, his/her national ID card and the consent of the absent parent must be submitted.
Applying by an Agent:
If the applicant is unable to apply in person, the agent must have a power of attorney, applicant's national ID card, passbook, authorized seal, current ATM card.

Required Documents for Card Collection
The account holder needs to collect and activate a new card in person at the branch where the application is summited 5 working days after the application date.
The required documents for card collection are the account holder's national ID card, passbook, and authorized seal.
If the card is not claimed within 4 months after the application date, the card will be cancelled. If the account holder wishes to apply again, a NT$100 re-issuance fee will be charged, and all application documents are still required.
Card collection at a Different Post Office
After applying for a Postal VISA Debit Card at a post office, if you wish to pick up your card at a different post office (for branch-unlimited account holders only), you need to provide your national ID card to any post office for change request. As soon as your card is delivered to the branch you wish, you must present the foregoing documents to collect your card.
Notes for filling in "Postal Instant Issuance VISA Debit Card Application Form" and "Postal VISA Debit Card Application Change / Request Form":
Overseas transaction usage cannot be activated unless you provide your English name. We recommend you leave your English name same as in passport.
Please ensure that your contact information (e.g. cell phone number, e-mail address, and mailing address) is correct to receive instant SMS notifications and statements.
Please carefully tick the options for activating overseas transaction, card-not-present transaction, and non-designated transfer features.

Overseas Withdrawal Fee NT$100 + each withdrawal amount×1.5% (This fee may be adjusted in accordance with changes made by Visa Inc.)
International transaction Fee All transactions shall be settled in local currency. If the transactions are processed in a foreign currency or overseas transactions are processed in NT dollars, the cardholder authorized Chunghwa Post to convert the amount into NT dollars based on the exchange rate provided by the international credit card organization on the date of exchange settlement. The international transaction fee is 1.5% (refund transactions are excluded), which includes fees for international credit card organizations and our handling fees of international transaction settlements.

PIN Change:
You can change your Postal VISA Debit Card chip PIN at a Postal ATM or via WebATM. If you do not know your current PIN or enter it incorrectly for three times, please go to a post office (for branch-limited account holders, please visit your home branch) to have your PIN reset.
You can reset your VISA PIN via Postal ATM, WebATM or branch (for branch-limited account holders, please visit your home branch).
